New York’s 2026 Mechanical Insulation Energy Savings Program: What You Need to Know

Public and institutional entities in New York now have a powerful new tool to slash energy costs and carbon emissions. Effective January 1, 2026, the Mechanical Insulation Energy Savings Program provides vital funding to repair and install insulation on critical mechanical systems, including pipes, boilers, and HVAC equipment.

The program specifically targets energy waste in public and large-scale buildings where uninsulated or damaged mechanical systems lead to massive heat loss. The program is administered by the New York State Energy Research and Development Authority (NYSERDA).

Who is Eligible?

The program is primarily designed for public and institutional entities. To be eligible, a building must be at least 20,000 square feet. Eligible applicants include:

  • K-12 School Districts
  • Public Hospitals
  • Public Housing Authorities
  • Political Subdivisions (local government building
  • Political Subdivisions (local government buildings)

 

Funding & Financial Support

The program covers "Qualified Mechanical Insulation Expenditures," which include all costs for insulation materials, facings, accessory products, and the labor required for installation in both heating and cooling (HVAC) applications.

1. Free "Qualified Audits"

Before work begins, eligible buildings can request a Qualified Audit at no cost. This professional assessment identifies damaged or missing insulation and provides a formal estimate of potential energy and cost savings.

2. Competitive Grants

Under the law (Chapter 363 of the Laws of 2025), grants are issued on a competitive, first-come, first-served basis.

  • Coverage: Grants cover between 50% and 75% of total project costs.
  •  Availability: Because funding is competitive, early application is essential to secure a spot in the current fiscal cycle.

Labor Requirements

To ensure the highest energy-saving performance, all work must be performed by a Qualified Contractor. Under New York law, this means the contractor must:

  • Be party to a bona fide apprenticeship agreement (ensuring a highly trained workforce).
  • Pay prevailing wages in accordance with NY State Labor Law.
